Pííën-lîshi Bî (/ˈɘgo/ /ˈlɪʃi/ [ignorant] [window; nostril]) is a temperate Town located in the Rehîêro Zone of the Union of Engineers.

The name Pííën-lîshi Bî is derived from the Iron Elvish language, as Pííën-lîshi Bî was founded by Zlî Trêye, who was culturaly Iron Elven.

Climate

Pííën-lîshi Bî has a yearly average temperature of 20°C (68°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cold 10°C (50°F). Pííën-lîshi Bî receives an average of 215 cm/y (84 in/y) of precipitation, most of which comes in the form of rain during the fall. Pííën-lîshi Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1706 m (5597 ft) above sea level.

Overview

Pííën-lîshi Bî was founded durring the early 16th century in winter of the year 1541, by Zlî Trêye. The establishment of Pííën-lîshi Bî was somewhat plagued by a lack of willing colonists, leading to Zlî Trêye electing to pay people to resettle in Pííën-lîshi Bî.

Pííën-lîshi Bî was built using the conventions of Iron Elven durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Pííën-lîshi Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Pííën-lîshi Bî is is constructed arround a series of crampt worn bedrock mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town is protected by a humble stone fence which is tall enough to provide adiquite cover for defenders to fire from, but no more than that. The peasent-grade has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

Pííën-lîshi Bî has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Pííën-lîshi Bî’s streets. The town is very clearly a joyfull place as well as relaxing. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Civic Infrastructure

Pííën-lîshi Bî possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Pííën-lîshi Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Pííën-lîshi Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Pííën-lîshi Bî's parks.

Pííën-lîshi Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Pííën-lîshi Bî.

Pííën-lîshi Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Pííën-lîshi Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Pííën-lîshi Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Pííën-lîshi Bî's public wards, blessings, and other arcane systems.

Pííën-lîshi Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Pííën-lîshi Bî's grid is powered by hydrogalvanic generators.

Pííën-lîshi Bî's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Pííën-lîshi Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Pííën-lîshi Bî's natural decorations nor waterways.

Pííën-lîshi Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Pííën-lîshi Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Pííën-lîshi Bî is led by one or more incompetents. While they must have been very good at something to have acquired the position, they are fundamentally incapable of leading. Uncontrolled passions or lusts, commitment to a hopelessly impractical ideal, pigheaded obstinacy in the face of failure, a total lack of charisma or interpersonal skills, or profound laziness might all unfit them for their post.

Pííën-lîshi Bî's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

The Horsefly, Giant near Pííën-lîshi Bî are known to be more aggressive than normal.

Pííën-lîshi Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves square dance to channel Summoning energies of tier 3 via recitation of scripture.

POI

History

In time immemorial, reportedly some time during the early 2nd century, Pííën-lîshi Bî was attacked by savage tribes living nearby Pííën-lîshi Bî. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Pííën-lîshi Bî lost 162 people, 192 livestock, and 65 buildings. The conflict ended after roughly 172, when members of Pííën-lîshi Bî's militia enacted an operation to destroy or capture a specific enemy hero. The operation was complicated by the enemy setting up an ambush. The conflict ended with an assault and siege on the strategic location, which ended in victory for Pííën-lîshi Bî's forces. The war is remembered in legend by Pííën-lîshi Bî's bards, historians, and legend keepers.
